Dulcie Tudor, Cornwall Councillor for Threemilestone and Chacewater, has been exposed for using a Twitter account under a false name to share Islamophobic and transphobic content. Under the username “Dolly Varden” the account was opened in 2022 and has since made over 2,300 posts, garnering only 210 followers.

The account describes ‘Dolly’ as an “Adult Human Female. Member of #POW [Party of Women]. Daring to say the truth.” Much of the account’s activity consists of anti-trans and Islamophobic reposts. Its followers include a number of transphobic influencers and far-right accounts, as well as Local Democracy Reporter Lee Trewhela, regularly featured in Cornwall Live and BBC Cornwall.

At full Council on Tuesday 19 May, Cllr Tudor proposed a motion alongside Restore Britain councillor Roger Tarrant, regarding the protection of Freedom of Expression. The motion requests that Cornwall Council maintains a high threshold for breaches of Code of Conduct, to protect councillors’ rights to express ‘robust and controversial’ views and to dismiss ‘vexatious, trivial, or politically motivated complaints’. Passed at Full Council, it was downgraded to an advisory motion to the Standards Committee, and will likely be disregarded as councillor Jenkin – Chair of the Standards Committee – described it as a “non-motion”.

This comes as the UK Government develops a consistent Code of Conduct framework for all local authorities in England (including Cornwall), which sets out to ensure misconduct is dealt with ‘swiftly and fairly’. The framework seeks to ‘put victims of elected member misconduct at the centre of the system’. Cllr Tudor was recently involved in a code of conduct investigation after the Council received ten complaints about her comments online and in council meetings regarding trans women. The investigation found that her comments were protected by Article 10(1) of the European Convention on Human Rights.

Despite being a member of the POW – a registered political party – Tudor has been elected to Cornwall Council as an Independent since 2021. The party was founded in 2023 by infamous transphobe Kellie-Jay Keen (Posie Parker). POW has only had one successful candidate, Mandy Clare, who defected from Labour to the Party of Women whilst sitting on Chester Council. She later defected to Reform UK and was subsequently arrested for assault at Winsford Pride in 2025. The charges were later dropped.

Tweets shared by “Dolly” accuse trans people of grooming young people into a ‘child castration cult’. In one post, the account declares she is boycotting craft store Hobbycraft due to their ‘anti-Gender Critical’ policies after a staff member wore a badge stating: ‘No TERFs no Tories’. In a response to author and anti-trans activist J. K. Rowling, the user stated that “…they (trans people) don’t have rights.” And one retweet in November 2025 describes a trans person, in active treatment for Cancer, breastfeeding their child as “paedophilia”.

Cobblestone Media repeatedly reached out to Cllr Tudor for confirmation the account belonged to her, and comment on the account’s activities, to which there was no response.
